In fact I used to play with this "feature" when I ran too fast in another ship it helped me slowing down slightly just to make sure I could avoid the ship at the last second. Of course if not done correctly you miss the target and just slow down your ship for nothing. It’s one of those double-edged swords which requires skill to use it properly. Nearly all weapons in the game have the same kind of downside.
