High Camera and infinite boost glitch/hack on YouTube; wtf? (francais)

This guy randomly replied to a video I had on YouTube, but I can't understand a word he's saying... does anyone have any idea what he's talking about? I tried to use YouTube's translated voice-recognition captions, but I know they're usually never accurate.

It talks about a PS1 (model SCPH-7502) plugged into a "PC Cheat Engine" to be able to modify the game. I don’t know this tool but I guess this is something like the Action Replay (http://en.wikipedia.org/wiki/Action_Replay). He did NOT use an emulator, he played on the console.
