Syncopia - Strange background images of a city.

Found this yesterday and saw it the first time in syncopia. The background image started to get visible from round 25.
Why is there a backround picture of a city when it is a zone track? Was it planned not to be a zone track? I don't know. What do you think?
I use patch 2.51

Just a glitch I'd imagine. Should be expected considering Syncopia was never intended to be raced on normally.
