Internet matches require IPX ( not supported by Vista & 7 )

I got the admin's on tunngle to build a Wipeout XL channel

just did some testing
and the network patch defenitly will not work on Vista or 7
but on WinXP TCP/IP and IPX both connect fine
the network patch fixes the frame limit bug, but only when playing on the network

fixed single player speed, just enabled vsync.
