What did this change? Doesn't each update usually have a list of the patches/changes/fixes when you install it? I didn't see any notice on this one...

It's "a minor update that improves the playback quality of some PS3 format software."
It's been reported by some users that audio and/or video files that wouldn't play on their PS3 before, now do. I'm curious to test this out tonight, as I have certain WMV files (which should play) that don't currently play, but others that do.

yeah, considering after the update, a handful of videos I tried to play still don't work :/

If I remember correctly, "Playstation 3 format software" refers to things like games, Life with Playstation and other things that run on the PS3 with full access to the hardware. Assumably there was some game or three that didn't run optimally, so they fixed it up a little.
It should have nothing to do with video or audio formats, only the game software.
I have to say that the wording is a bit odd, and quite archaic. Holdover from the Playstation 1, perhaps?
