2005-03-18: PM notification disabled by default

Due to the amount of bounced mail I'm getting back from PM notifications, I have reset everyone's PM notification, switching it off by default. It'll also now be off by default for new members.

If you wish to use this feature, whereby you receive an e-mail when you have a private message waiting for you, please ensure that your e-mail address is up to date.

If you've activated PM notification or Topic Watching, then please, please at least provide a valid e-mail. I'm getting sick of all these things bouncing back.
