Yes. Playstation Home Arcade is downloadable from PS Store on PS Vita/PSTV free of charge.

It is a download. You can play it offline. There are 2 other games that come with it as well but they are fairly poor.

No. Only PS Vita/PS TV. Officially supported on PS TV.
